The market finished Tuesday in good cheer, as stocks gained after a day of moody trade amid worries about the economy... Still, the relative absence of surprising bad news today allowed for a bit of a recovery after the steep cumulative declines of the past week, said Alfred Kugel, chief investment strategist at Atlantic Trust. A weak report on housing starts failed to have much of an effect on the market's behavior. "But the banks' tactics may also cause some consternation. "Is [the ECB injection] good, or does it mean markets are worse than expected?" asked Chip Hanlon, president of Delta Global Advisors."
